Howhigh is a term in Southern Arc English. It is a noun (which can also be used as an adjective), used to refer to something or someone weak-willed or overly obedient. It is derived from the military phrase "If I say jump, your only question should be: 'How high?'". It can be used to refer to an individual; it is also used, mainly in politics, to refer to a government or entity that is bad at making decisions ("A is a howhigh"), or in the form "A is B's howhigh" to a government/entity that is basically a puppet of another government/entity. The form "A is B's howhigh" can also be used to refer to individuals, though this is sometimes considered offensive.
